URGENT Call for Participation: WHPA Advisory Committee to Develop WHPA Comments on CEC's Mechanical ATTCP - Certification Implementation Plan (Docket No. 13-ATTCP-01)

In support of our Workforce Education & Training (WE&T) goal and our commitment to providing communication pathways to regulatory bodies, Western HVAC Performance Alliance Inc (WHPA) is forming a short-term Mechanical ATTCP - Certification Implementation Plan Ad Hoc Committee to do the following:

  1. Attend (in person or remotely) the August 16, 2019 CEC Workshop from 9:00am - 12:00pm related to Docket No. 13-ATTCP-01 Mechanical Acceptance Test Technical Certification Provider - Certification Implementation Plan.​​​​​​

    At the workshop, Energy Commission Staff will discuss the certification implementation plan for the mandatory certification requirements for nonresidential mechanical acceptance testing. Per Joe Loyer, Senior Mechanical Engineer with California Energy Commission, "TO BE CLEAR, the Energy Commission in NOT prepared to consider making certification a mandatory for mechanical acceptance testing at this time. This is a presentation of the staff plan to implement the certification requirement in the event that the Energy Commission makes that decision int eh near future."

    Energy Commission Staff will present the plan in detail and solicit public comment with the following agenda:
  • The Acceptance Test Technician Certification Provider Program
  • Threshold Requirements
  • Implementation Issues
  • The Certification Implementation Plan
  • Next Steps

  1. Participate in WHPA Ad Hoc Committee activities by email and/or (2 to 3) online teleconference meetings to provide detailed review and development of WHPA comments for the CEC submission deadline of September 20, 2019. Comments will follow WHPA's protocol of a consolidated document representing both majority and minority opinions or various stakeholder perspectives and a summary of areas on which there is agreement.
